Margaret (Emily Watson) is a dedicated social worker, a chance, she found the British government to hide a brutal secret. With nearly 130,000 children in state-sponsored welfare centers, the government sent them to foreign countries with the lie that their parents were dead. Most of the children are sent straight to work, where they do menial jobs that are cheap and hard to do. Meanwhile, their parents are desperately trying to find out more about them.The children's pitiful encounter touched the softest part of Margaret's heart. She joined with the parents who had lost their children and began the long and arduous journey of investigation. In the face of powerful official forces, Margaret is like a powerless larva. However, her persistence and courage have won her respect and support.
