The story follows in the last years of Victoria's reign, London is plagued by the "Touched", a mostly female group who suddenly display unusual abilities, some fascinating and some disturbing. Among them were the mysterious, miserly widow Amalia True, and the brilliant young inventor Penance Adair. The two are champions of this newly created underclass, building a home for "Touched" while battling various forces to gain space for those who know no place in history.
