Two trains collide and explode in a remote Russian military garrison. An unthinkable nuclear explosion ensues, causing heavy casualties in Russia. Dr. Julia Kelly (Nicole Kidman) of the U.S. White House's Anti-Nuclear Smuggling Intelligence Unit suspects that the nuclear accident was no accident.
