Jim Hacker, an opposition shadow cabinet member, gets the job of minister for The Civil Service (DAA) after helping his party win the general election, and begins to confront the civil service, headed by Sir Humphrey Appleby, his public private secretary, Bernard, who is also a civil servant. E.g. In the midst of various conflicts between the politicians represented by Hacker and the public servants represented by Appleby, this movement is such a dynamic movement that the relationship between them is constantly changing.
