John (Al Pacino), the mayor of New York City, is a mature and sophisticated man, a smooth operator, and a good hand in the political arena. Deputy Mayor Kevin (John Cusack), despite his lack of seniority, has also managed his own business with enthusiasm and youthfulness, and with the perfect coordination of the two, the bustling city of New York looks so vibrant every day.One day, an accident occurs. During a firefight between the police and drug dealers, an innocent black boy was tragically shot and killed. This sensitive incident created a furor in the city, with various media outlets scrambling to cover the story, and a plethora of voices, both pro and con, dominating each side of the story. Kevin is determined to investigate the truth of the accident, only to discover that all the dark secrets are inextricably linked to John.
