Captain Daggy (Kelsey Grammer) is a wild and unruly man who has been demoted for repeated disciplinary offenses and has been made captain of the soon-to-be-obsolete submarine Stingray One. Despite the fact that the submarine's crew is a ragtag bunch, Darjeeling has a strong affinity for them, and the transfer of a beautiful female captain, Rico (Lauren Holly), makes Darjeeling feel like he's in the right place.
During a military exercise, Daggy leads Stinger One on a mission that is simply impossible. General Glenn (Bruce Dern), Daggy's arch-enemy, is jealous and once again gives Daggy a hard time. However, what Glenn doesn't expect is for Daggy to squeak through with courage and luck once again, but this doesn't bring Glenn back, and he even attempts to take away Daggy's rights as captain of the ship.
