In stormy Atlantic City, a boxing match is being staged in a gym, with local police detective Rick (Nicolas Cage) trying to extort gamblers while cheering on veteran boxer Tyler. The fight also attracts the Secretary of Defense, and Kevin, a Navy captain who is escorting the Secretary, is able to meet up with his old friend Rick, and the two men have a great time talking. As the fight begins, a red-haired woman attracts Kevin's attention, while a silver-haired woman exchanges pleasantries with the minister, who shoots Tyler as he falls to the ground and is killed by Kevin. Rick makes a play for Kevin in his self-loathing, stranding the entire crowd of over 10,000 people. From the video of the match, Rick found that the boxing match has a fake, with Tyler as a breakthrough, Rick locked behind the scenes of several suspicious people, forcing the real murderer to come forward to silence his accomplices. At the same time, Julia, a silver-haired woman, reveals to Rick the truth of the matter, arms dealers for profit in the missile test results of forgery, in order to prevent things from being exposed assassinated the minister. Rick decides to take up his responsibility as a police officer and bring the culprits to justice.
