Washington, D.C., USA, two weeks before the new presidential election. A sensationalized sex scandal involving the President's harassment of an underage girl has been revealed at this critical juncture and has become a sensation. Coupled with the news media hype, the President's chances of seeking re-election were slim to none. In order to calm the storm, the President urgently summons Dr. Conrad Brien (Robert De Niro), a sophisticated political advisor. Dr. Brien, a skilled manipulator of public opinion, is quick to come up with a "brilliant idea" in the nick of time. In order to divert the public's attention from the sexual harassment, Brion creates a fictional patriotic war called the "Albanian War". In order to make this fictional war believable, Brien visits the famous Hollywood producer Stanley Moss (Dustin Hoffman). Under their "seamless" direction, the public is convinced and pays close attention. However, the so-called patriotic war soon unravels and falls apart.
