With six bullets and five dead, a mysterious gunman creates a tragedy in the downtown area sending the entire city into a panic. All the evidence points to ex-military sniper James Barr (Joseph Sikora). But he maintains his innocence and asks for his old friend Jack Richards (Tom Cruise), who served in the same army, to be brought in. As Jack's investigation deepens, he discovers an even bigger mystery.
