Frank Custer (Thomas Jane) has spent most of his life in a race to the death, serving in the Marines and then in the FBI. After years of serving in the Marines and retiring from the FBI, Frank is no longer willing to live with the threat of death and the fear of his family. So, he decided to retire early to enjoy a peaceful life with his wife and children. However, during his last mission, an innocent young man is killed in an accident. The father of this young man is Howard Saint (John Travolta), a wealthy businessman in Tampa. In order to avenge his son's death, Howard sends a black-market hangman's warrant for Frank's family. Frank, however, survives the havoc. Instead of looking to the legal system for revenge, Frank is armed to the teeth and challenges Howard. How will Frank cope with Howard's private army?
