On October 14, 1962, intelligence information revealed in a photograph taken by a U-2 reconnaissance aircraft flying over Cuba triggered an unprecedented crisis between the United States and the Soviet Union, the world's two superpowers at the time. U.S. intelligence officials discovered that the Soviet Union was building a base at San Cristobal, less than 150 miles southwest of Havana, Florida, to deploy short- and medium-range missiles and nuclear-armed IL-28 heavy bombers that could destroy major cities across the United States and cause heavy casualties. The nation was in a state of panic, and the world was on the brink of nuclear disaster. President John F. Kennedy (Bruce Greenwood) and his brother, Robert F. Kennedy (Steven Culp), calmly respond to the impending nuclear war crisis, as the film recreates the crisis through the eyes of Kenneth O'Donnell (Kevin Costner), a senior White House special assistant.
